| The Institute for European Environmental Policy (IEEP)
is a leading centre for the analysis and development of environmental and related policies in Europe.
An independent, not for profit organisation, the Institute has offices in London and Brussels.
IEEP brings a non-partisan analytical perspective to policy questions, engaging in both
pressing short-term questions and long-term strategic studies. |

The European Commission has adopted 2005 a Biomass Action Plan for the Promotion of Biomass Energy, which includes some 20 measures to shape the development and improvement of biomass technology, and as a result, enable a better use of biomass to produce energy, in particular heat. The Commission has recently announced a directive to promote the market for cooling and heating from renewable energy sources. The EU estimates a probable percentage of renewable heating and cooling of 25 percent by 2020. |

| The AFB-NET on
Agricultural and Forestry Biomass is an EU-funded (ALTENER DG
XVII) network established to co-ordinate information and personnel
exchange between National Biomass Energy Programmes on Agricultural and
Forestry Biomass. The AFB-net involves 14 member states of the EU and
links all national biomass programmes and groups representing all facets
of the biomass supply and use chain. Each participating country is
represented by a National Coordinator as detailed below. This network,
that started in 1995, is managed by ETSU (UK), who also maintains a web
site and database. In 1998 a Newsletter was initiated, produced by the
Austrian national coordinator (BLT Wieselburg). |
